I've always thought it was Stephen as well, to be honest. I watched the scene several times, and when the camera cuts to the guys at the car, Stephen seems to be the one with his gun in a firing postition. Cordy does make sensible suggestions as to why it should have been Abby, though, and since we never actually see who shoots, it's open to debate.
Oh, Abhy is probably the most sensible, common-sense person in the whole team when it isn't about emotions!
